As these officers were appointed

locally we must, I think, follow the procedure

laid down in paragraph 3 of our despatch

Circular (2) of the 5th May, 1937, regarding

the recommendation from the Governor. The

chief point is that the officers appointed

should accept liability to compulsory transfer

under Regulation 5 of the Special Regulations

of the Colonial Police Service. I have spoken

to Mr. Lloyd about this.
